This project is in cooperation with the Special Olympics Philippines, the Department of Education, SPED Department, Down Syndrome Association of the Philippines, Autism Society of the Philippines, Cerebral Palsy Association of the Philippines, Lions Club Districts all over the Philippines and the Local Societies.

SOLCIOE- is a part of the Healthy Athletes Program of Special Olympics International that was conceived by the American Optometric Association under the leadership of Dr. Paul Berman. Dr. Su Danberg and Dr. Sandy Block both Global Clinical Advisors trains Optometrists from all over the world on a Train the Trainor Program. The program focuses on Visual Examination of the Intellectually-Disabled.

Optometrists from different parts of the country namely Manila, Palawan, Cagayan De Oro, Cebu, Bicol, Batangas, Taguig, Quezon City, La Union, are trained how to do vision examination to the Intellectually Disabled. Global Sponsors include ESSILOR  and SAFILO
